18-month trial endorsed by Council

The implementation of an 18-month trial of a new public open space in Sedon, including the full closure of Austin Street at Victoria Street, was endorsed at the August 2025 Council Meeting.

Austin Street was identified as a potential location for development opportunities due to its central location, width and proximity to local thriving businesses as part of the Seddon Neighbourhood Plan.

This exciting temporary civic space will include picnic tables, planter boxes, festoon lights, shade and moveable furniture, along with sensors to measure occupancy. The Pop-up Park aims to:

  • create a gathering space for the community in Seddon
  • improve the pedestrian amenity and visitation to the centre
  • contribute to greening, shading and biodiversity objectives
  • provide more seating opportunities
  • improve the movement and flow of pedestrians, cyclist and vehicle access, in and around the centre.

Community engagement was undertaken from April-May 2025 with two potential options presented:

  • option 1: partial closure of Austin St at Victoria Street
  • option 2: full closure of Austin St at Victoria Street.

Residents could also indicate if they did not support either option.

An independent traffic assessment determined that the proposed trial did not have significant traffic impacts and there are no changes required to the surrounding street network.

Any impacts will be monitored during the 18-month trial and following this, Council will seek community feedback on the future of the pop-up park.

A new temporary gathering space in Seddon

Austin Street was identified by the community as a potential location for development opportunities as part of the draft Seddon Neighbourhood Plan in 2024.

Given its close proximity to thriving businesses along Victoria Street, we have selected Austin street for a temporary pop-up park trial.

This exciting temporary civic space will include a covered area for weather protection, seating for meeting up with friends and community events, and landscaping to enhance biodiversity.


Option 1: Partial closure

This option is a smaller temporary pop-up park with less landscaping and less seating areas. This option retains one-way vehicle access to Austin Street from Victoria Street. The accessible car park on Austin Street would be relocated to Victoria Street.

Option 2: Full closure

This option is a larger temporary pop-up park with more landscaping, more seating areas and paths. This option temporarily blocks vehicle access to/from Austin Street from Victoria Street. The accessible car park on Austin Street would be relocated to Victoria Street.
