Council is proposing to spend $144.78 million to support the delivery of services to the community.
This includes management of Council-owned buildings, planning services, road maintenance, bike and pedestrian paths, and economic development. It also covers maternal and child health, immunisation services, arts and cultural activities, library and community centre events, and festivals.
Below is a snapshot of some of the key areas and further details about the services they provide.
A full breakdown is provided under section two of the Proposed Annual Budget 2025/26.
$3.826 million is proposed for Maternal Child Health and Immunisation services. This service offers assessments, support, referrals, and parent education for families with preschool-aged children. It includes 10 key age and stage assessments, consultations and support for those affected by domestic violence, and extra services for at-risk families. Maternal Child Health also runs new parent groups, breastfeeding support, and free immunisation programs.
$1.496 million is proposed for Youth services. This supports the development, wellbeing, and civic participation of young people aged 12-25. They offer strategic planning, advocacy, and partnerships, including managing the Phoenix Youth Hub.
$1.550 million is proposed for Early Years services. This delivers services and facilities for infants and young children, working with local services to implement the Maribyrnong Children, Young People, and Families Strategy. The team manages registrations for childcare, kindergarten, and other programs with local education and care services. They also run community development projects like the Family Strengthening Strategy.
$4.667 million is proposed for Civil Works. This service maintains Council’s roads, reserves, footpaths, and drainage. They implement the Road Management Plan, Asset Protection System, and manage the Road Register. The team also plans and delivers an annual maintenance program.
$3.917 million is proposed for Facilities Management. This service manages the life-cycle of Council’s buildings, including maintenance and overseeing contracts for security, plumbing, air conditioning, electrical systems, painting, and cleaning. The team is also responsible for Council’s public lighting.
$3.852 million is proposed for City Planning. This service provides statutory planning, including development approvals, permits, and regulatory advice. The team make decisions in line with the Maribyrnong Planning Scheme and manage land development to meet housing and population needs. The team also enforces planning permits, takes legal action for breaches, and educates residents, applicants, Councillors, and businesses on planning regulations.
$5.714 million is proposed for Library Services. This service manages and delivers the Council’s library, offering diverse collections and community learning programs. The libraries provide inviting, accessible spaces for lifelong learning through reading, literacy, and knowledge-based programs, with access to digital services. The community can access information digitally and participate in volunteering opportunities.
$1.835 million is proposed for Sport and Recreation. This service plans and manages Council’s recreation facilities, user agreements, and provides training and support to clubs. Facilities include sports grounds, pavilions, and community spaces. The team handles recreation planning, capital works projects, and manages sporting club leases, bookings, and event permits for parks and gardens.
$1.785 million is proposed for City Experience and Visitation. This service supports festivals, tourism, and city activation projects, managing the Festivals and Activation Framework, grants, and partnerships. It oversees Tourism, Activation, and Visitation programs, supports Western Melbourne Tourism, and delivers programs like Footscray Creative Places, Footscray University Town, Christmas events, and New Year’s Eve celebrations.
$1.350 million is proposed for Arts and Culture. This service fosters local arts and cultural practices by offering grants, low-cost leases to arts organisations, and artist-in-residence programs. It manages the Council’s Art and Heritage Collection and delivers arts programs for the community.
$1.304 million is proposed for Economic Development and Smart Cities. This service supports Maribyrnong’s business community by aiding business growth, fostering Council-business relationships, and providing the Business Concierge Service for small business permits. It promotes the City for new enterprises, attracts investment, offers training and networking, and communicates relevant business information. The service also develops partnerships, supports smart city initiatives, and manages the Business Improvement District grant program and local trader associations.
