A Maribyrnong Development Contribution Plan (DCP) has been prepared to help fund new infrastructure and to upgrade and replace existing infrastructure to meet the needs of our growing community.
The DCP is a municipal-wide plan that applies to all land and new development, with exception of Commonwealth land and other specific circumstances.
Contributions are apportioned on a fair and reasonable basis between existing and new development that is relevant to its share of infrastructure use, in accordance with Development Contributions Guidelines 2007.
The DCP includes 199 community and development infrastructure projects across the city.
The DCP will collect about $40 million (27.5 per cent) of the estimated $147 million total cost of infrastructure projects needed to service our growing population to the end of 2041. The DCP is a long-term partial reimbursement method for Council’s infrastructure commitments. Every infrastructure project listed in the DCP must be fully committed for delivery by Council.
The DCP aligns with the objectives of key strategies and plans, including Council Plan 2017-21, Council’s 2018/19 Annual Budget, 2019/20 Annual Budget and Strategic Resource Plan and the Long Term Financial Strategy 2019/20 to 2028/29.
The collection of funds can only occur once the DCP forms part of the Maribyrnong Planning Scheme, which requires the Minister for Planning’s approval. It is proposed to introduce the DCP into the Maribyrnong Planning Scheme through Amendment C164, with community consultation.
Council will be required to administer and report on the DCP in accordance with the Planning and Environment Act 1987 and Ministerial Guidelines. Resources will be required to administer the future operations of the DCP.
The Maribyrnong Development Contribution Plan is on public exhibition from 30 July to 11 September 2020.
